Council to hold Work Session Monday due to Election Day to discuss BOE sewer lines and Bluebirds and Sunday Liquor Sales.

With election day on Tuesday, the Crossville city council will hold their monthly work session a day early on Monday, April 30 and start work in earnest on the 2018-19 fiscal year budget.

The work session starts at 5 PM and will be in the third-floor conference room at Crossville city hall.

The final item on the agenda is the presentation of the budget by city manager Greg Wood. While staff has been working on the document for a number of weeks, where the budget stands currently has not been made public yet.

Other items for discussion on the work session agenda include contract agreement modifications between the city and the Cumberland County Board of Education (BOE) concerning sewer lines for North, South and Brown Elementary schools. The new agreements would transfer ownership, control and the responsibility for maintenance of the lines to the city. The BOE has requested that the city take over the lines.

Council will also consider a request from the director of schools to help pay for the drainage project for the Cumberland County High School football field and track that has been a problem for many years. The total project is $435,000 and parts of the project including the storm inlet structure and the mainline storm sewer are broken out separately at $10,000 and $133,000.

The city's director of engineering recommends the city reimburse the schools for the inlet structure as the city's pipe connects to one side and the schools to the other side. In addition, it is unclear who owns the current structure that is partly in the right of way and the grate is substandard and would not support a vehicle if one left the roadway and that could be considered a city liability.

Council will also consider a request received to name the Eastern Bluebird as the city bird. A petition has been submitted to the city requesting that the bird be designated as the official bird of the city.

Council will consider the engineering contract for the sealing and striping of the Crossville Memorial Airport runway and taxiway. The cost of the contract is on a TDOT grant with the city's portion fiver percent of the cost.

Council will also consider a grant application to the Department of Justice to fund 50 percent of the cost of police vests for the department.

Council will consider a change to the city's liquor ordinance to allow for sales on Sunday as has been recently approved by the state.   

Crossville Council work session to discuss new offer on handle mill property, police work schedule and more

The Crossville city council meets in a work session Tuesday evening April 3 at 5 PM and will discuss items including the purchase of the Handle Mill property, a change in how police officers are scheduled and a change to the way water leaks that are the responsibility of customers are handled.

The meeting will be held in the third-floor conference room #317.  For the third month in a row, the topic of the purchase of the Old Handle Mill property off of Webb Avenue is up for discussion. The city offered $225,000 for the property last month and is seeking to purchase the railroad right of way connected to the property. The owner of the property, Ronnie Webb sent a letter to the city with a counteroffer for the sale of the property.

In a letter dated March 22, Webb said being a local he would like to help make Crossville better. He said he had already contacted the railroad to tell them he supports the city's acquisition of their property.

Webb's letter proposes that the price of the 3-acre property be established by a single commercial appraisal by a mutually agreed to a professional appraiser. The cost of the appraisal up to $3,500 would be deducted from the sale price. In addition, the seller would pay up to $1,000 of closing costs and Webb would accept 20 percent down with the balance on a note of 3 to 5 years at prime plus 2 percent.

Council will discuss a change in Crossville police officers work schedule. Officers have been working 12-hour shifts 4 days a week and having a 3 day weekend every other week. The proposed change will go to a 10-hour shift “to help with coverage.” According to the agenda, the officer's annual pay will not change but hourly wages would. The department has lost a number of officers in the last several months.

Council will discuss and consider the ServeLine program that is essentially an insurance program to cover water leaks for customers. Council heard a presentation on the program in February and a proposal from the company has been given to the city. A small charge would be added to each water bill and up to certain limits, any large water leak bills would be paid by the insurance.

The council must look at limits and options and decide if the program makes sense for the city.

Other items on the agenda for discussion include the evaluation of the city manager Greg Wood after all the council members have rated Wood on 10 areas of responsibility. The scores average 4.03 for all the ratings.

The agenda also includes a discussion on changing the city ordinance on restrictions and buildings for liquor stores, a discussion of suggested changes to tournament perks and fees recommended by the Sports and Events Council and a change in the administration of the city's TML insurance program.

Crossville city council holds their October work session on Tuesday, October 3 at 5 PM in conference room 317 as they prepare for their regular October meeting.

The work session agenda includes discussion on items that may be on the regular agenda set for October 10.

Karen McMeekin of the group A Time 4 Paws will be presenting several proposals related to animal control including one to establish a community cat program, regulations on animal rescuing and an ordinance that would prohibit tethering of dogs for more than 2 hours per day and not at all between 7 PM and 7 AM.

Council will discuss appointments of members to the Shooting Sports Park board of directors based on the city's agreement with the group and the city's donation of property for the park's use. The city can appoint two members and Mayor James Mayberry is recommending those members to be James Petty and Glen McDonald.

Ground was broken on the Shooting Sports Park development recently and the project is moving forward.

After hearing a presentation from the Tennessee Municipal League on a self-funded health insurance program they sponsor, the council will discuss what the next steps are that they want to take.

Council will discuss a request from the Cumberland County Playhouse for the city to provide a permanent water tap near the playhouse's water feature and preparing a gravel overflow parking area to be used for buses and overflow parking during peak show times. In exchange, the playhouse would donate 80 parking bumpers to the city.

The Grandview Utility District board has voted to request a ten-year renewal of their water purchase contract with terms identical to the contract set to expire at the end of this year.

John Conrad will make a presentation to the council concerning a proposed Crossville Greenway project of walking trails around the city. Several trails are under construction and planned by the group known as Friends of the Trails.

Council will also hear an update on the Cumberland Homestead Tower sewer connection matter.
