Crossville CIty Council work session to discuss Handle Mill Property offer, Golf Tournaments and Holiday Lake Level

The August work session for Crossville City Council will be Tuesday, August 7 at 5 PM at Crossville City Hall and the council will look at a number of items that may be on the regular council agenda for August 14.

Among the items on the work session agenda are a new offer on the purchase of the remaining handle mill property, sponsorship of golf tournaments, a maintenance and water level policy for Holiday Lake, discussion of becoming an AARP Age-Friendly community, and who pays for garbage pickup at a city mobile home park.

Old Handle Mill Property on Webb Ave.

The city has been interested in purchasing the remaining property that was once the Turner, Day and Woolworth handle mill for several years and has been unable to come to an agreement with the owner, Ronnie Webb. The proposal would include using the property for additional downtown Crossville area parking and other possible uses. In addition to problems with the difference between the city's offers and the owners asking price, there is the matter of railroad right of way running through the property.

The previous offer that the city made in March 2018 was for $247,500 on the contingency that Webb would be able to buy the railroad property to sell to the city as part of the package deal.

The latest offer to sell from Webb is asking for $350,000 for his property and he would take 20 percent down and owner finance the balance over 5 years at 2 percent interest. The railroad property is not included in the offer. In addition, Webb is asking the city to provide a donation statement for $107,000 to cover the difference between the sales price and the $457,000 appraisal from 2009. Webb also asks that the city's recent letter from the codes enforcement department be rescinded.

Council will discuss the continued sponsorship of the Tennessee Sr. Men's Open and the Tennessee Women's Open. The contract extension would include a commitment for a three-year term through 2022 at $25,000 sponsorship for each tournament each year. The tournaments are held at Stonehenge Golf Club in Fairfield Glade.

Council will discuss a proposed policy for the Holiday Lake water level and maintenance procedures. The policy states that the primary function of the operation of the weir floodgate is to ensure the city has an adequate water supply. It is also used for flood control and to allow proper maintenance activities to be performed. The policy would include lowering the lake level no more than 24 inches once a year to perform routine maintenance, usually around October.

Holiday Hills Lake

Council member J.H. Graham is proposing the city consider joining the AARP network of age-friendly communities. Membership in the network means that a community's elected leadership has made the commitment to actively work toward making their town, city or county a great place for people of all ages. The program is an affiliate of the Work Health Organization's age-friendly program.

Council will also discuss an issue that has come before the council a number of times but still seems to be unsettled. According to the agenda information, the latest waste pickup contract with Waste Connections states that mobile home parks are commercial. Crossville city manager Greg Wood discovered that the city was being billed for Maranatha Trailer Park and Mr. Wood asked the company to notify the owner that the city would no longer be paying. The park's owner is expected to be present to discuss the matter.


Other items on the agenda for discussion include information on Crossville greenway trails, industrial incentive matrix, funding for a 911 dispatcher position, adoption of the hazard mitigation plan and pickleball courts for Centennial Park.
